From Chhaupadi Misinterpretation to Dignified Menstruation: A Call for Action in Achham
In this message, Dr. Radha Paudel reflects on a long-standing misunderstanding surrounding the word Chhaupadi. In the Achhami language, chhaupadi simply refers to menstruation. However, since the late 1990s, many governments, donors, UN agencies, NGOs, and media have used the term to describe menstrual discrimination. This misinterpretation has shaped narratives and programs, often failing to address the deeper reality of menstrual discrimination. Despite decades of interventions and millions of dollars invested in Achham since the era of the Millennium Development Goals, menstrual discrimination continues in both visible and invisible forms. One of the key challenges has been the lack of clear definitions of menstruation and menstrual discrimination, and the failure to recognize them as forms of domestic violence, human rights violations, and constitutional rights violations that occur repeatedly during every menstrual cycle. On 21 March 2025, Nepal’s National Assembly took a historic step by unanimously endorsing the Resolution on Dignified Menstruation. Now, under the leadership of the Municipality in Achham and with the commitment of the Radha Paudel Foundation and the Global South Coalition for Dignified Menstruation, a new initiative has begun in Achham to advance the movement for Dignified Menstruation. This work has started with zero external funding, driven by local leadership, commitment, and a shared vision for justice and dignity. The municipality is ready. We are ready.
